Stage 2: Legal Identity, Governance & OFAC Screening
Verification of official registration (RCCM, Tax ID, Récépissé). Mandatory U.S. Treasury OFAC SDN screening of the organization, all Board officers, signatories (with DOB), and contractors, archived with date-stamped records.

Stage 4: Written Bilateral Grant Agreement & Milestone Tranches
Disbursements released in strict milestone tranches: Tranche 1 (40% Mobilization upon OFAC clearance & RIB), Tranche 2 (40% Mid-Point upon invoices and timestamped photo/video evidence), Tranche 3 (20% Final Commissioning upon technical testing, signed Procès-Verbal, and inauguration plaque).
Stage 5: Post-Grant Monitoring & IRS Form 990 Schedule F Archive
